Supporting the Moroccan National Agency of Health Insurance to redesign its health benefits package

Why was this work needed?

The Moroccan National Health Insurance Agency (ANAM), with the support of the World Health Organisation, is updating the compulsory health insurance benefit package as part of the country's commitment to universal health coverage. This update is in line with Morocco's evolving health needs, the global push for universal health coverage as part of the Sustainable Development Goals, and the lessons learned from the COVID-19 pandemic. By reconciling health priorities with limited resources, the revised package aimed to ensure equitable, cost-effective and essential health services, supporting Morocco's goal of extending social protection and improving access to healthcare for all.

What did we do?

Bloomsbury Policy Lab assisted Morocco’s National Health Insurance Agency in developing a sustainable, inclusive benefits package that aligns with their broader health system and financing strategies, enhancing high-level decision-maker support and advocacy.  Specifically, we;
·  Supported the Moroccan National Health Insurance Agency in redesigning the health benefits package to meet Morocco's health insurance needs.
·  Facilitated a participatory approach to reach a consensus on the criteria for the health benefits package, integrating financial and economic impacts.
·  Developed an advocacy strategy to get high-level decision-makers on board with the updated health benefits package.
·  Produced a roadmap for future updates of the health benefits package, drawing on international best practices.
